Yes he is. Classic avaraging of positions. I wanted to test the guy, gave him account to manage for testing for 1 month. Lucky for me I woke up that night, check platform and account was -30%. After 2 hrs of trading. The guy just opens positions, trails and close on profit 0.01% but if it goes against, holding until the end of the worls (and the account). Not recommended. 100% winrate is bullshit.
